European Operative Programs

Operative Programs are the instruments through which EU achieve its aims. Operational Programs (OP) as a form of Structural Funds comprise a series of consistent long-term measures that can be implemented using one or more structural funds to one or more financial instruments and the European Investment Bank. OPs were developed following the principle of partnership, providing conditions for effective implementation of the National Strategic Reference Framework (NSRF) (for the period 2014-2020 NSRF would be replaced with Partnership agreement between the EU and the member-state). The structure of operational programs is organized in Bulgaria with the institutions responsible for national policies in relevant sectors so as to ensure adequate sectoral coordination.

Operative Program “Regional Development” is a single operational program for all six regions in Bulgaria, which are eligible for funding under the “Convergence” of cohesion policy of the EU. To a large extent it reflects coordination with other sectoral operational programs in order to ensure coherence and complementarity in an effective way. The budget for the period 2007-2013 is 1 361 083 545 euro. For 2013 as the last year of the current period remaining funds are in amount of 579 998 934 BGN.

Operative Program “Human Resources Development” is a strategic program, which is a framework for utilization of funds, co-financed by the European Social Fund of the European Union and the national budget for the programming period 2007 – 2013, and covers the entire country under the ,,Convergence “.It is part of the National Strategic Reference Framework, one of the main objectives is “human capital development to ensure higher employment, income and social integration”. The strategic objective of the program is to improve the quality of life in Bulgaria through improving human capital, achieving high levels of employment, increased productivity, access to quality education and lifelong learning and to promote social inclusion. For 2013 as the last year of the current period remaining funds are in amount of 439 676 610 BGN.

OP ,,Competitiveness of Bulgarian Economy” is one of the seven programs which are financed by Structural Funds of EU. Program is financed by ERDF and National Budget. The total amount of public funding for the program is around EUR 1.1 billion. OP contains strategic priorities and guidelines for the development of the Bulgarian economy. It is addresses the key issues and barriers to economic development and provides measures and activities to help overcome them and successfully challenges the common market and development the strengths of the economy. The overall objective of the OP “Competitiveness” is the development of dynamic, competitive at the world market.

Operative Program “Transport” 2007-2013 (OPT) is one of the seven operational programs in Bulgaria, financed by the EU Structural and Cohesion Funds. OPT with the largest budget in Bulgaria – 2,003,481 163.68 Euro. For 2013 as the last year of the current period remaining funds are in amount of 722 500 485 BGN.

Operative program “Environment 2007 – 2013” has been prepared by a special ad hoc working group (WG) in the period from 2005 to 2006, members of the working group include representatives of all stakeholders – central, local and regional authorities, businesses, NGOs environmental organizations, scientific organizations, trade unions and others. The total financial envelope for the implementation of the Operative Program “Environment 2007 – 2013,” amounts to € 1,800,748,085. For 2013 as the last year of the current period remaining funds are in amount of 649 646 918 BGN.
